My husband and I live in an apt. complex where we can smell the odor of some kind of chemical being smoked ,?

we know this because we have more than enough experience with drugs,I am an substance abuse counselor. Problem is we do not know these people,they recently just moved in and we've only talked maybe once or twice. I did not like what I saw and heard from our first meeting. My husband and I both have health issues and haven't smoked nor drink in years.How do we aproach mgmt or them about possible illegal drug use. The smell is really getting to us and makes us sick.They live above us and it comes through the vents.
