IMMEDIATE remedies for super dry cracking peeling nose with oily breakouts everywhere else.?

I usually and always have had great skin , I recently moved to Nanaimo BC which i know cold damp conditions will cause oily skin. Ive always had problems with my nose being dry , which i can deal with but i recently washed my face with hot water and it LIFTED ALL THE DRY SKIN leaving these horrible red marks . I found that Lubriderm extra strength worked wonders for keeping it under control but its not working anymore and EVERYWHERE else on my face is getting super oily and breaking out BAD. I stopped using the moisturize and it seems like my face will not get better . I work at a place where i have to wear my hair pulled away from my face and am so embarrassed . Please help !
