My 3 year old son cries about everything - is this normal?

i've tried talking to him about it, i've tried time outs, i've tried lecturing, everything. he gets upset over the simplest things - this morning i peeled his string cheese and he started crying and refused to eat it because "its broken". he cries if we tell him to do something, if he has to get changed, change his diaper (i can't get him to potty train) or if we have to do anything. i feel bad because he actually gets upset - his face gets all red and blotchy and he's got real tears. but it's just getting to be too much. we have a new baby in the house (and yes, this started before he knew that there was going to be a new baby) and it's really taking a toll on me dealing with a newborn & my sons constant whining. any suggestions?
