Can macro lens kits go on any lens?

I have a Canon Rebel t1i, and I currently only have the lens it came with, which would be a EF-S 18-55mm f/3.5-5.6 IS Lens. Macro lenses are very expensive, and on Amazon I've been seeing these Macro Lens kits for really cheap like 15-20$. I was wondering if I could just buy that, and would it work the same? If not, what do I need?
